Ready, set, GO… The 2017 Florida Legislature convenes at noon on March 7, 2017, and the FMA has been working hard on preparing a legislative agenda that is friendly to the physician/patient relationship. Several of the FMA’s legislative priorities now have bill numbers:

Direct Primary Care (House Bill 161/Senate Bill 240)

The direct primary care system is described as “an alternative to the traditional fee-for-service model in which patients are charged a simple, affordable flat monthly fee for comprehensive coverage of all primary care services.”

The bills would authorize such arrangements, specifying that they do not constitute insurance policies subject to oversight by the Office of Insurance Regulation.

Retroactive Denials (Senate Bill 579/ Senate Bill 102)

This bill seeks to ban insurers from retroactively denying payment for services they previously approved.

Step Therapy (Senate Bill 530-Health Insurance)

The bill addresses prior authorization requirements and would allow a physician to override an insurance company's "fail first" protocols. Rep. Shawn Harrison will file a similar bill in the House.

Meanwhile in Washington, D.C., the Republican-controlled Congress has not reached a consensus on replacing Obamacare. At a policy retreat last week, House Speaker Paul Ryan told Republican members he expects the House to vote on reconciliation legislation in March. Two different plans have emerged in the Senate: Sen. Bill Cassidy, M.D. and Sen. Susan Collins have unveiled the "Patient Freedom Act of 2017" and are seeking bipartisan support. Sen. Rand Paul, M.D., has introduced his own plan.

What the FMA Alliance Legislation Committee is doing to support this pro-medicine legislative agenda:

    • On Friday, Feb 24th, the FMAA Legislation Committee will hold an open conference call for ALL FMAA Members. Chris Clark, FMA Senior Vice President of Public Affairs, will be our speaker. The call will take place at 10:00 am. Free Conference Call Dial-in - contact us for information.
    • The FMAA Legislation Committee is working to assemble a “Key Contact” list for the state of Florida. Our new management executive, Peggy Crowley, has created a spreadsheet listing all of our House and Senate members. The spreadsheet will be distributed to all of you so that you may identify any House members and/or senators that you know. This "Key Contacts" list is a "cast-a-wide-net" strategy to identify FMAA members who can speak to these legislative leaders about supporting pro-medicine bills.

On January 20th, The FMAA's Board of Directors met at the Florida Medical Association's Board of Governors Meeting at the Loews Royal Pacific Hotel in Orlando. Our long-time collaboration with the FMA was continued as we met with the FMA VP of Political Affairs, Chris Clark, the newest member of the FMA team, Cindy Kynoch, and Political Action Committee (PAC) representative Sarah Hickman. Incoming FMA PAC President Dr. Mike Patete discussed the importance of supporting pro-medicine candidates. PRN Board Representative Ann Anderson spoke about her organization and its fundraising efforts.

Peggy Crowley, our new Management Executive, has been working with our leadership team and committees to help us achieve a smooth transition into a new era for the FMAA. The Board of Directors has worked diligently this year as we bring the organization to the next level, and we are proud of our progress and our ongoing programs. We invite you to be a part of our development team– now is a great time to volunteer yourself, or nominate a fellow member to serve as a member of the FMAA's leadership, it is such a great time for our organization and a wonderful time to step up and be a part of planning our future.

The holiday season is officially here along with all of the chaos and joy that it brings. This is a wonderful time to gather with family and friends to exchange gifts, warm wishes, and cheer. As FMA Alliance President, I was invited to participate in many of your County Alliance holiday parties this season, and it leaves me with a feeling of warmth when I reflect on all of the generosity that our members shared with their Florida communities.

A few of the great organizations in Florida who received donations in the spirit of holiday giving are: Boys and Girls Clubs of Lee County, Collier County’s Teenagers as Parents Program (TAPP), Sarasota County’s Children First, and Orange County’s Pine Hills Performing Arts Center. Our County Alliances are truly pillars in our Florida communities throughout the year by providing health education, medical scholarships, and support and fellowship to our fellow physicians and spouses.

We will start off 2017 on a healthy note with our FMAA Walk for Wellness. The FMA Alliance is excited to see so many of our County Alliances participating in this worthwhile and fun activity. We are proud to be offering walkers a collectible t-shirt featuring our colorful Walk for Wellness logo, which was designed by our own talented member, Juli Bobman.

The FMAA’s Legislation Committee is hard at work preparing for the 2017 session. We will be organizing and educating our members across Florida so that they can meet with and educate their legislators on pro-medicine bills that enable our physicians to continue to practice medicine in a rewarding and friendly environment and offer the best possible care to their patients.

The members of the FMAA are the family of medicine, and I am proud to be a member of this family. We will continue to support each other and our communities in the coming year. Through more collaboration with the FMA, FMA PAC, and our county medical societies, we will have a stronger voice in medicine.  Just like any family, we are stronger together than we are apart.

From the FMA Alliance family to your family, I wish you a Happy Holiday and a Happy New Year.

    Angela Abrams
    FMA Alliance President 2016-2017

Election night was a great night for FMA PAC endorsed candidates. The FMA PAC won 94% of our races last night. Of the 98 races we were involved in, 92 WON! None of this would be possible without the hard work of the FMA’s PAC Board. Your membership is also crucial in helping to keep pro-medicine candidates in office. If you have not already done so please join today. Physician spouse membership is only $100!

    Here are some quick stats:

    • Of the Florida Senate races we were involved in, 22 of 24 of our candidates won – 92%
    • Of the Florida House races we endorsed, 70 of 74 won – 95%
    • Only one incumbent House member lost their re-election – Amanda Murphy in Pasco County
    • Of the heavily contested Dade County Senate races, Anitere Flores and Frank Artiles won, Miguel Diaz de la Portilla lost to his challenger (he was the only incumbent Senator to lose)
    • FMA’s good friend Dana Young won a very contentious race in Senate District 18 in the Tampa area
    • The Republicans hold the majority in the House with 79 Republicans to 41 Democrats
    • The Republicans also still hold the majority in the Senate with 25 Republicans and 15 Democrats
    • There will be 20 brand new Senators – half of the entire body of the Senate will be new this year
    • Organizational Session was November 22 in Tallahassee and all the new legislators were sworn into office
